It's not really about precieved fairness, it's due to the number of cases in the area.

Glasgow has a 7 day positive rate per 100k of 251.9, Edinburgh is almost 3 times as low at 86.3.

The surrounding areas of Glasgow are also almost as high as Glasgow, the areas surrounding Edinburgh are much lower.

I'm not sure what the reasons are for this, but for some reason the virus isn't spreading as much in these areas, I doubt it's one single factor, but the main way it spreads is through people interacting with people outside their household, so I'd imagine through in Edinburgh they're not mixing as much.

I think Glasgow suffers from people who live in surrounding areas (North and South Lanarkshire, East and West Dunbartonshire, East Renfrewshire etc...) travelling into Glasgow for things like shopping and restaurants, and events (seen plenty of people posting they were at Glasgow or in town for lunch who don't live in the city).

It's not fun, but it's not really about fairness.

You can clearly see how much higher the central belt is, it's either level 4 now or the NHS will get overran, and the likelihood is people might ignore the rules at Christmas for whatever reason they feel justifies it, so if they don't go down now, then they'll be out of hand after Christmas.
