pretty much every flat or house built in Glasgow between 1919 and c. 1980 was built by the Corporation/Council. Housing associations took over ownership of this stock in 2003 while people had been buying them under Right to Buy since the 1980s. Check the Registers of Scotland website for flats in that block- if a bunch switched ownership in 2003 and then sold for very low prices in the subsequent years then they are council properties switching to HA then selling off under Right to Buy.

If it is one of the low-rise flatted blocks with external rendering & balconies then definitely ex-council. If it is a pre-1919 tenement, then check the door and window frames- if they are of a uniform 1980s style then it will have been refurbed by the council and probably will be currently factored by one of the HAs (or Yourplace/Wheatley group which has took over factoring from some of the HAs). If they have extant Victorian/Edwardian period features or a mix of styles and are of a slightly bigger design (ie 4 apartment or above) they will likely have always been under private ownership.
