It is so strange. It seems like how "hard" a place is is a point of pride for some folks. I am from a city in Connecticut (not a place one associates with rough areas, some parts are pretty dodgy but certainly doesn't compare to bigger US cities) and I am really embarrassed by how outwardly hostile and dangerous some parts of my home are. Just don't get it.

Govanhill is an interesting transitional neighborhood that would be hipster central in any US city as it is in Glasgow. It is a little rougher around the edges but is not at all what most people would consider a really dangerous neighborhood. Most really bad neighborhoods I have been around don't have bagless grocery stores, like 10 vegan cafes, and a holistic and and natural veterinary clinic. I think part of the reason it has such a bad reputation is unfortunately racial prejudices.
