Yeah, they do have to built to a specific standard, but that doesn't change what I said. Motorway status is always, without exception, only for motorised vehicles and can be any number of lanes and any speed limit. See the two lane 70mph sections of the M8 or the 50mph inner city sections.
A-roads with added restrictions are just A-roads with added restrictions.
