It's actually illegal in Scotland to cycle on the pavement (Roads (Scotland) Act 1984 S129(5)) hence why the Highway Code uses "**MUST NOT**" when it says:
>**Rule 64**
>You **MUST NOT** cycle on a pavement.
As to whether the police would actually bother enforcing this...
