Only time I have a problem with it is when they're on the pavement cycling the speed you would be on a road.

I cycle on the pavement a lot but I'm pretty slow. Sometimes slower than pedestrians. I generally don't have anywhere to be and I'm not willing to take aggression from vehicles for being so slow. I've had some very scary experiences on the road even when I've been traveling at a high speed. Doubt anyone would judge you for cycling on the pavement if you have a child with you. The roads are dangerous and cycling infrastructure is almost nonexistent.
