Yes they are, they're not supposed to be in the pavement but they deem being in the road to dangerous so they are, illegally, removing themselves from that and instead risking running into pedestrians. Cyclists on pavements and a risk that wouldn't otherwise be there. You cannot argue otherwise.

I wasn't comparing a cyclist hitting a pedestrian to a car/driver hitting one I was more on about the selfish, fuck-you-get-out-of-my-way mentality in risking other people in order to save a bit of time, it goes without saying thag getting hit by a car is more dangerous than getting hit by a cyclist.
