I'd have thought it being bolted to the track is probably a good thing given how some of the rails have shifted over the years. If the rail dips due to crumbling supports, so does the power rail.
Alas, my dad is no longer around to ask questions, the company he worked for did a lot of work during the modernisation 40 years ago.
