Have taken two from a shelter, but never volunteered. We had a house with an enclosed back garden which we could dog-proof.

If you live near a park and can give the dog the required level of attention/activity (1-2 hours every day, no matter the weather), then being in a flat isn't too bad (had to do it for a year with our two). Someone needs to be home, or you need to arrange for someone to check on the dogs.

Shelters have a habit of waiting for the "perfect" adopter rather than accepting "good enough". It's unfortunate but also kinda understandable.

Have you contacted any of the shelters to see what they say about volunteering?

I wouldn't recommend buying a pp at the moment. Prices are through the roof and that will only attract even more puppy farmers.
