to be honest, this is my experience everywhere.. I grew up in Hungary and the first snow/ice is always "unexpected" regardless of forecasts :/ not to mention the UK is less used to snow, so they are even more taken aback when it happens lol..
idk how it works here, but getting winter tires is probably worth it.
