To add to this: radiators should be installed under windows, if the rads are in the center of the flat (generally just inside the doors of a tenement) it's the sign of a cheap/lazy replacement job.

Check the shower pressure when you're viewing the flat. Also check the ventilation of any internal bathroom or wc.

Look at the window sills. If the paint there is fucked up then the windows condensate and water runs down them all the time.

Check if the old sash and case windows rattle.

If the heating is way too high when viewing then it's an indication the property is cold.

Look around the sink to see how much care people have taken of the flat. That area is difficult to clean, and the doors and flooring below will often show up. Same with the shower, black mold will stain the grouting.

If the flat is top floor, check the top coving for irregularities, these are much more difficult to hide than damp spots.

If the flat is ground floor check the windows and doors for locking mechanisms, security is most important.

Finally look at the outside of the building for water marks, missing bits of stone etc. They will focus where you want to look when you get inside.

I could go on, but better stop this essay now. Can you tell I'm looking at houses right now, and an a building surveyor. I pity some of the estate agents.
