I would have thought even shit brake pads would last 15000 miles unless you are super-brakey, rusty discs are not an MOt fail, "discs severely scored and/or pitted", I think is how a disc failure is worded. Can you see pitting or obvious deep scoring or a big lip on the outside edges?
