| Comment | I would like to think so, but no, their mind isn't even there. I've taken enough buses to see people just toss things on the ground because they don't think or care. Stuff like that should brings bigger fines, even community service. But the most important thing is education and opportunities. If people feel they're part of a city that cares about them, they'll care about it. |
