The rise in rates begins in 2014, MUP isn't a thing until 2018. That would imply that minimum unit pricing is at most a compound effect, not the reason itself.

I'd pin the blame more on the massive cuts to social services and treatment programs at the local level because of the council tax freeze. By 2014 it's been in full swing for a couple of years which is just about enough time to let it start to bite hard.
