I had this problem for a few years. Every so often water would run down our living room walls.
If its constantly happening then it's a burst / not connected pipe.
If its only sometimes then it's probably a bad seal or a waste pipe that's not properly connected.
On our case it was a neighbours bath overflow pipe that was completely missing so only happened when they had a bath and filled it full!

I believe it's your factors job to follow this up but in reality they call a plumber, the plumber goes to see your upstairs neighbours and they won't let them pull up a floor or blocks them. The plumber is not there to argue so leaves saying they can't see everything and the factor pays them and bills you / your block.

I suggest if its only sometimes the water comes in to speak to your neighbours, ask if they will help and run 1 tap at a time, fill up sinks, baths, showers etc. Remember if it's a new flat then there is a concrete floor between you that watter can run along. Remember to run dishwasher / clothes washing machine etc. Make sure you over flow sinks and baths to check for overflow.

If its constantly coming in, insist the factor attends with the plumber next time and they make an appointment with the neighbours so they can speak to them.

The last post is right about environmental health. They can force the access issue on safety and health grounds.

Do not let the factor just send random plumbers and just not find it cause the neighbours won't let them in..

Do speak to your neighbours, show them a photo, DON'T get angry and demand. It will only make it harder.

In the end for me I told the factor I was not happy with thier plumbers and asked for a different company. They got Eagle Contracts Scotland and Alan the owner came to see me. They 'found' a broken waste pipe that was covered by insurance and I got new bathroom fitted with the problem fixed. They were really good and the workmen he has are all brilliant.
