I noticed this issue on mines as well - hadn't had an exposure check since the 12th. I turn off Bluetooth/location now and then. I think you need to turn on Bluetooth and location, then go in to the app and pull down from the top.. this causes it to sync and downloaded about 350k keys when I did it. Not sure why it happens.
