You're allowed to meet another household outdoors, but it's fairly obvious you shouldn't be meeting them in a situation like this. The problem here is, that these situations are going to increase the spread, which means more lockdowns, and more restrictions, it's like shooting yourself in the foot this kind of behaviour.
