Comment | It could be a sign of subsidence (that should be in the home report), it could be just a shit plaster job (possible, given the state of the close) or blown plaster. You won't know for sure until someone professional takes a look.
Costs? Anything from a few hundred to rectify the plaster to many (tens of?) thousands to rectify the failure of a load-bearing wall.
I'd go back through the home report again with a fine tooth comb and if you still have questions, call the surveyor. Also, have your solicitor query the seller.
