There's no such thing as a tattoo license anyway. Tattooists do need to be working in licensed premised but unless she's the business owner it's not her responsibility.
For practice you can buy synthetic skin and body parts for tattooing. There's a lot of snobbery in tattooing around people practicing outside of an apprenticeship but a lot of great artists are self taught (same with any discipline) and there's no harm in getting familiar with the tools. |
