The issues you are describing is not a problem with the ISP (probably) it’s an issue with the router that they send you and ALL of them suck.
Virgin are definitely the best for raw speed but you likely still have problems with signal in other rooms regardless of your ISP. The only real way to test if you’re happy with the speeds is via Ethernet or via WiFi in the same room.

One of these plug into the box virgin send you and you place the rest about your flat to repeat the signal.
I can almost guarantee this will solve your broadband woes. I realise it is expensive but honestly it will be one of the best moves you make.
