You can do plenty of HIIT without running. I do tabata circuits with sets of Burpees, plyo lunges, press ups, squat jumps, sprawls ...

Basically any bodyweight exercise you can do safely at 100% intensity for 20s at a time.

Takes no more than 25 minutes and a 1*2m rectangle of space to thoroughly kick your ass.
