I don't believe everyone will get double dose vaccine, just the most at risk and the front line key workers. Everyone else I believe will get the lesser protection of just first dose.
I have to agree that doing this every year is a worry, but I imagine it may be reserved for at risk people, key workers and people going to high risk countries.
