[It's fine](https://www.gov.scot/publications/coronavirus-covid-19-stay-at-home-guidance/). In the sports and exercise section at the bottom:

> You can travel for local outdoor sport or exercise such as meeting another person, walking, cycling, golf or running that starts and finishes at the same place (which can be up to 5 miles from the boundary of your local authority area), as long as you abide by the rules on meeting other households.

My understanding is that this means that you're allowed to go through another town, but you should not stop to e.g. buy some food. Which makes sense: the whole point of the authorisation is that you cover a lot of ground by bike in a pretty secure way given that you're not interacting with other people. A café stop would ruin that non-interaction. So pack some extra food and tubes in your pockets!
