Never moved in to a new build, so never gave it any thought, just thought it was one of those things the council provided, much like they've done when they started adding all the recycling bins for us to use.
Just a note for OP as well, once you get them, I assume you've got it all in hand, but just to make sure you don't miss anything.(assuming you're moving from out of area)
Were in SLC and we have 4 bins in total(I assume you have ordered all 4), and you need to check the SLC website for what is collected when(or wait for the neighbors to put out theirs and copy that) :
Black,(fortnightly)
Silver,(4 weekly)
Blue,(4 weekly)
