Right. So the guy is likely motivated by racism and some of what he is saying is mince. I saw no evidence of him "threatening" anybody here, unless you count asking to speak to strangers in the street with a slightly aggravated air as "threatening people", which is ridiculous. Is there a legal problem here? Not until the SNP ban "saying things we don't like" perhaps.
