Loads of places are listed, or in a conservation area, and people plonk uPVC in and oftentimes nothing happens.

_But_ when you come to sell the buyer may kick up a stink or a neighbour might complain to the council and you will have to rectify.

If you want to be above board, speak with the council. They can advise on what you can do (e.g. wood, composite etc). They can also advise if you can do just your or if the block needs done at once.

You should probably then speak with your factor (assuming they are competent) and see what they say about doing the block (if the council require that), scaffolding, access etc.

You can get double glazed sashed units in a wooden frame. But they will not be cheap although various grants are available.
