It seems what you're saying is essentially "If you pay more your tenement will be better maintained" which is kinda obvious? West End / Finnieston / Partick are by no means representative of most tenements in Glasgow both in terms of their state and price. And unfortunately most people looking at buying tenement flats (myself included), west end prices are simply not achievable.
