I have all the tools to do this (but I am currently out of commission due to an injury), so I know that you will pay an arm and a leg from any source. What you are looking for suggests somebody with a table saw and a planer. You need the table saw to rip the board of oak down along the grain to your nominal dimension and a planer for finish?
You will be knocked off your feet by the cost. What is the fortune you have been quoted? Hardwood is not cheap, it takes a long time to dry and become dimensionally stable, then the exacting 1mm precision measurements you have for a planed surface cost money and time. To be honest a table saw with the right and sharp blade will give you a very good finish. I am not convinced you need the planer.

By the way B&Q are a source of cheap-ish oak boards but they will not cut them on their panel saw. They will only cut sheet materials such as MDF, ply and OSB. Also the thickest board they do is 25mm. If you could live with two boards of 25mm sistered side by side and you bought the board from B&Q you are looking at £52 for the unfinished board which you now need to rip cut and surface plane. You really want these in one piece, i.e not sistered because of the span and load bearing so I think you are into three figures. I am assuming you mean a single span with no support? That sounds unusual.

Also 1660mm is a fair old span, and sure you want to use oak, but how much weight are you going to load this up with? How do you know it will not sag like a droopy teet in a year? Why oak? Why not steel?
