Don't think they'll be laying the fibre themselves. There's only three companies I'm aware of that lay their own cabling these days at that is Openreach, Virgin Media and Hyperoptic (and even then, Hyperoptic have only just started laying their own cable in the last few months, prior to that they were using Openreach's cabling).
