I would speak to the flat that had the issue in the first instance and see how that goes. If it doesn’t go well I’d look into getting a solicitor that specialises in this kinda thing (don’t know anyone)
I would also look at getting shot of the factors if you’re only in a 4 in a block and then just pay into a kitty and do your own upkeep of the place maybe?
