Whilst a 15 year old should be able to take some responsibility, looking after two other kids who have also been locked up for 4 months seems rather off.
If may seem like being a snitch, but it might be time to call Social Services.
This is a shot situation for everyone but kids not being outside for *months* is simply wrong and goodness knows what future problems it could bring.
