| Comment | Is the building owned by a local housing association? You could always contact their office but make it clear that's it out if concern rather than making a complaint. If they have any sort of history about this sort of thing, they can usually get a wellness check on someone easier than a random member of the public can.
There's a man living near me, nice enough chap most of the time. He started acting weird and leaving some disturbing messages, scrawled in Sharpie on walls and pavements. I contacted the housing officer, and apparently so did a couple of others, and social care checked in a few days later. He'd been off his medication for a few weeks and they helped him get things back together. |
