| Comment | The transfer of housing stock has been a success in most cases. As for having smaller councils throughout the city, that's pretty much what we've got. Glasgow or Greater Glasgow is managed by numerous different councils, all the while the number of the people in the greater Glasgow area use Glasgow's facilities but don't contribute to the upkeep of council services. |
