I'm not 100 percent on this, but it's my recollection that the council decided to do away with large commercial refuse bins and move to scheduled collections, picking up bags on the street. Obviously a shit idea, so now vermin can get in at the bags and the contents blow all over the place. Surely if they brought back large bins for commercial waste this would have an impact on the amount of shit on the streets?

Appears they've also done similar with litter bins, removing smaller ones and replacing them with fewer larger wheely bins in boxes that only get emptied when they're absolutely bursting. It takes a moron to bucking-bronco a bin already full of shit, but the council don't help with infrequent collections and very few bins.
