A million quid mansion and a bedsit are obviously the extremes. I was thinking more about, say, two 2 bed flats that have a large difference in value *just* because they are in different areas of the city. The residents could have similar incomes and 'cost the council' a similar amount but because one is in a 'better' area and is valued a lot higher, should they really pay more council tax?
