Yup, most of Yorkshire and Cornwall used to have the same problem. Government introduced a law in I think 1990-ish that basically said the Government would foot the bill if your house fell into an old mineshaft, so the banks and insurance companies unclenched their sphincters and started serving people in those areas again.
