Could be an idea to compare the figures to Edinburgh and adjust for population differences.
I think I looked at the figures a few years ago and found that Edinburgh City Council spends a bit less on refuse collection than Glasgow even when adjusted for population, people say there is a lot less litter Edinburgh than Glasgow even though they spend less money collecting it.
