Part that, part we started sticking the boot into the grubby shites who drop it in the first place. Caught dropping litter? No fine, you get made to pick up for a couple of weekends; that'll focus your mind a bit.

School kids (obviously the older ones) should be taken out and made to pick up litter. Drill it into them to not litter.

Oh, and if a kid is caught littering then the wee bastards parents can join them on the weekend workforce.

Low risk offenders should be out picking it up and repaying their debt. Perhaps they could also dog over some of the tired looking flower beds as well.

One thing that riles me up is overflowing bins. Even when people *try* the council is almost certain to fuck it up. I genuinely think they wait until they get enough complaints about an overflowing bin before they pick it up.
