Sounds like they are replacing an overly complicated and poor system with another overly complicated and poor system.

I’m not a fan of council tax at all, from experience the banding may as well be randomised and has no bearing on what the occupier (a) can afford or (b) actually uses in terms of services.

I’m not sure what the solution is, but one must for me is that any new form of council tax should allow for factor fees to be deducted for tax relief. It’s not fair that many people in new build properties essentially have to pay council tax twice for road/public garden maintenance etc.
