Top floor is probably easier/cheaper to heat, as everyone else's heat will rise towards you.

I lived in a ground floor tenement for 5+yrs that was directly onto the street, no front garden. You could hear everyone who walked past. Sometimes quite interesting snippets of conversation, I liked the mixture of languages and accents but could see how it would be irritating for some folks.

Being set back with a garden gives you a bit more peace, my worry would be the litter, especially if you are on a busy street. If you plant it with thorny bushes to deter burglars, you'll also need to work out a way to retrieve half-eaten kebabs before they stink the place up.
