Comment | I may be completely missing the point but I don't understand at all how what is being proposed is different to Council Tax. As Council Tax is based on property valuations, and property valuations are based on the combined value of the house and land, isn't this the same thing, the only difference being proposing the completely preposterous idea that valuations could be updated 'automatically'?
