Comment	There are some parts of tenements which are simply not fit for purpose these days such as the often tiny bathrooms and kitchens. The energy efficiency benefit is mainly for making these homes nicer to live in rather then using less resource and energy overall for me. No reason why you can’t build tenement style buildings with modern materials.
