Modern flats are often worse though in terms of sound proofing. It sounds like OP has empty space between the floors rather than full of rubble that most tenements have. That makes a big difference to noise travel. If looking to buy a tenement ask what is between the floors.

I’ve always lived in tenements in Glasgow and IMO it’s the best value accommodation you can get in general. High ceilings, big windows, and built to last. This is in general of course and you certainly buy a nightmare flat but this is the same with any type of house.
