Decathlon and layers is a good shout. Something like this would be good as you can take the fleece out -

You'd probably need something different for winter that's heavier though, but I'd cross that bridge when you come to it because nows not a great time to buy winter clothes.

There's an outlet (closed for covid) over in Livingston which is half way to edinburgh that has a lot of outdoor shops with a lot of good buys. There's a regatta, barbour and a few others. It's a good place to go as you'll get choice and half a chance of a bargain.
