To be fair, growing up in Glasgow I always thought this was BS, until I travelled extensively, and realised that people in Glasgow generally are friendlier/chattier in a more genuine way. Other places are more 'polite' or fake nice on the surface, but after the social pleasantries, couldn't give a fuck.
