I'm not sure finger-pointing and talking about "the calibre of people" is helpful. There is much more to litter than simply ignorant people dropping rubbish. Consumerism, consumption, over-packaging of products, social and economic issues, bad weather, cuts to services, political will, all play a role. Some groups of people (ie children and young people) litter disproportionatley to others-but they are also targeted by marketing from fast food and confectionary manufacturers, and literally their brains are wired to not care. not to mention that litter doesn't just "disappear" when its in a bin- it still ends up somewhere.

It's too easy to shift the blame onto individuals and feel morally superior without tackling the macro problems.
