| Comment | Assuming it's nothing to do with the second part of my comment which is just conjecture, I'll expand my reasoning.
Currently there are no incentives of merit that either the club or it's fans (including the entirely innocent folk tarred with a brush) to stop folks causing an costly disturbance.
Making clubs liable would resolve this problem as the clubs would have a genuine desire to protect the clubs finances and the fans shouldn't want to burden their club with difficulties for fear of insolvency. It's an equitable compromise to me, though I understand that technically I don't think it's possible to make law. So my second suggestion would be to outfit police units with video recorders in addition to AWPR systems setup around major public spaces. If the clubs can't be made liable, the people directly responsible should be. |
