Nobody is coming out of this smelling like roses. The gov, the police and, yes believe it or not, the club who did nowhere near enough to discourage their fans.
The only thing more depressing than the way the "small minority" of fans acted is the whataboutery and lack of responsibility in the outcome. It's actually pretty disgusting when you really look at how they behaved and what they got away with.
