Speak to the landlord ASAP. A lot of people here are pointing you in the direction of Citizens advice and Shelter, both great organisations. However the first thing that they will do is ask what the landlord has done/offered to do to fix the situation. If you have not given the landlord the opportunity to remedy the issues then there is not a lot that they can really do at this point.

For example if you were to inform your landlord of the issues and they agreed to fix the light before the end of tomorrow and touch up the paint work within a fortnight then this would be reasonable and you really wouldn't have any legal justification to end the tenancy early.

You ask if you could cancel the tenancy agreement and escape the first month's rent, skipping what you call the "normal" 28 days notice period. Simply giving a landlord 28 days notice to quit a new tenancy agreement is rarely an option. Most residential lets will have an initial 6 month rental agreement, only after this has expired can you leave without penalty with a months notice. At this point the landlord must give you 2 months if they wish to terminate the agreement.

I have no idea what the rental market is like at the moment. 5 years ago when I was looking for a place, it was gone, gone, gone until I finally got one in an area I was happy with. If I had moved in and encountered the same problems as yourself I would have put my energy into getting the issues resolved and staying put rather than upping sticks straight away and having to start the whole process again!

In short unless your landlord refuses to fix the light in the toilet you can be held to your tenancy agreement that will very likely be for 6 months. The patches of paint by themselves would not likely be an acceptable reason to cancel without penalty either.
