In England the valuation is commissioned by the buyer’s bank, after an offer is accepted. If the buyer then commissions a proper survey (a valuation isn’t really a survey) you also get the surveyor’s valuation for insurance purposes - i.e. should the place burn down, how much would it cost to rebuild it. That’s usually lower than the market price.
